The Foreshore Estate site sits on the Pattinapakkam shoreline where fisherfolk anchor boats, mend nets, dry fish, and run daily markets. A 20-lakh-square-foot government complex on this land would permanently end these activities. The Coastal Regulation Zone and environmental questions are also serious: CRZ rules restrict construction within 500 metres of the high tide line, and the site has been identified in government documents as ecologically sensitive and a nesting area for Olive Ridley turtles. Courts previously extracted undertakings from the government about this land — those commitments are now legally contested.
